Who is Michele Bullock, the new Reserve Bank of Australia governor?

Michele Bullock may be an “RBA lifer” but her path to the top of the central bank differs markedly from others at the central bank. Spending her formative years in the regional NSW town of Armidale — more than 330km north-west of Newcastle — she studied economics at the University of New England after deciding against pursuing a medicine degree in Sydney. Ms Bullock, 60, thinks growing up in the country means she sees everyone equally. “I want to be inclusive, welcoming and make a level playing field upon which everyone can contribute,” she told her old university website last year on her appointment as RBA deputy governor. “And I think I bring that from my country upbringing.” Ms Bullock also has a master’s degree from the London School of Economics. Ms Bullock — the first woman to take the RBA’s top and second-top jobs — was appointed deputy governor in April last year after Guy Debelle resigned to work for mining billionaire Andrew “Twiggy” Forrest. She joined the top tier of RBA executives in 2010, when she became assistant governor for currency. After five years, she served briefly as assistant governor for business services before in 2016 becoming assistant governor for the financial system, which incorporated oversight of the payments system. Ms Bullock recently spoke about how the payments system had been regarded once as “the boring plumbing” but was now at the forefront of innovation as people sought to replace cheques and cash with electronic payments. While much of her experience at the Reserve Bank since the turn of the century — even before joining the top ranks — has been in payments and currency, Ms Bullock started her career there in 1985 in the economic group, and more recently has broadened her public speaking topics to include monetary policy, employment and the impact of higher rates on households. Most recently she outlined how the RBA believed a 4.5 per cent jobless rate — almost one percentage point higher than it is now — suggested full employment. Nearly a decade ago, as part of a Bloomberg interview of senior Reserve Bank women about females in economics, Ms Bullock was asked how long it might be until Australia had a woman run the central bank. She replied, deadpan: “Probably a while.” Turns out it may not have been as long as she had thought.
