Sex offender management squad undergoes overhaul as it investigates all dangerous criminals in the community

These are the dedicated cops entrusted to ensure offenders such as serial paedophile Bradley Pen Dragon are watched 24 hours a day, seven days per week. It is their job to ensure he does not harm another child. They are part of the secretive WA Police unit with the unenviable task of keeping track of the State’s many thousand high risk offenders, mainly sex fiends, but also recently released rapists, murderers and even armed robbers. Now known as serious offender management squad - no longer the sex offender management squad after a change in legislation widened the cohort of criminals it is now tasked with monitoring - these officers must be hyper-diligent that those they are watching comply with a complicated raft of release conditions. In a recent interview with The West Australian Detective Inspector Taile Palmer said the recent expansion of SOMS had led to a big boost in the number of officers now attached to the unit. But she said SOMS would continue to make the monitoring of reportable sex offenders such as Pen Dragon - who was thrown back in jail only days after being released last week - one of its core priorities by adopting an “intrusive management” style approach. “The original purpose for the unit has not dropped away,” the experienced detective told The West. “This is a growth, it is not a transition. It is actually a growth of the squad because monitoring convicted sex offenders in the community is still our predominant role. “We have a lot of things at our disposal to ensure they don’t re-offend.” The expansion of SOMS comes as the squad arrested and charged Pen Dragon – one of WA’s most notorious and worst child sex offenders – with allegedly breaching his recent release order. Detectives from SOMS arrested and charged the serial paedophile on Thursday after they allegedly found him in possession of drawings and newspaper clippings of children. It will be alleged Dragon – who was freed from jail last Tuesday subject to 62 strict conditions – was found with up to 10 pictures of children when he was arrested in Perth on Thursday. The West has confirmed the images included drawings and pictures of children from newspapers. It’s unclear at this stage if the drawings were done by Dragon, or if he obtained them elsewhere. But the array of images were enough for him to be charged and arrested on Thursday because the pictures are a breach of his release order conditions. Dragon is prohibited from having any pictures, drawings or sketches whatsoever of children, whether indecent or not, as part of his release order. Dragon was remanded in custody on Friday for at least two weeks after he faced the Perth Magistrates Court. Officer-in charge of SOMS Detective Senior Sergeant John Mottolini said his squad had extraordinary capabilities to actively investigate and monitor high risk serious offenders and those they associate with. He said one of the squad’s key goals was to identify offences before they had even occurred. “We’ve got a no tolerance approach,” he said. “We are very intrusive and we are very proactive. “We are far reaching... and we will be relentless.” It’s unclear exactly how many high risk serious offenders SOMS is presently monitoring and watching. But in 2013 - nine years ago - it was revealed the squad was monitoring a staggering 2849 offenders who posed a risk to children. Of those, 170 were considered dangerous enough to be labelled a “very high” risk of hurting children again and were required to report to police at least once a month. Another 630 were considered a “high” risk and had to check in once every three months.
