WA Premier Mark McGowan expresses confidence tariffs ‘will be resolved’ after high-level Beijing meetings

WA Premier Mark McGowan has expressed his confidence trade tensions with China will “be resolved” and tariff on Australian exports removed, while boasting about his “receptive” meetings across Beijing this week. Beijing imposed tariffs on Australian exports in 2020 in the wake of the Morrison Government’s calls for an international inquiry into the origins of the coronavirus pandemic. Earlier this month, however, Australia and China agreed on a path forward to end tensions over Barley exports. It came after a warming of diplomatic ties began in November when Prime Minister Anthony Albanese met Chinese President Xi Jinping on the sidelines of the G20 summit in Bali. Declaring he would champion the issue during his five-day China trade mission, Mr McGowan told Perth media on Sunday he felt he had made headway with the Asian giant. “I’m sure it will be resolved. There was a very receptive audience to moving to improve those things,” Mr McGowan said. “I raised that in a number of meetings with the relevant parties. I raised it on behalf of all Australians. Raising it helps the situation.” He vouched for the removal of tariffs during a face-to-face with China’s Vice Foreign Affairs Minister Ma Zhaoxu — one of the highest-ranking officials he met with in Beijing. Mr McGowan also spruiked a positive response from an exclusive meeting with China’s National Development and Reform Commission — a ministerial-level department of the State Council which oversees the country’s macroeconomic planning. “They’re all receptive because the argument basically is this — No one is a winner,” he said. “The tariffs they put on our goods basically increases the price of wine, crayfish and beef in China. It (also) hurts producers here. “There’s broad acceptance of that.” He expected their removal would “take some time” through bureaucratic processes but said “hopefully, they’ll be resolved soon”. WA shadow treasurer Steve Thomas welcomed the Premier’s endorsement of a removal of tariffs, saying it was “perfectly reasonable” to advocate on the issue while in China. The WA upper house Liberal, however, raised concerns than the Premier’s boasting of success abroad was premature. “If he’s received some positive encouragement, that’s great. But I think it’s far too early for him to be hanging his hat on the words he just got out of this trip,” he said. “These are Federal Government issues that have to be worked on over a long period of time. “Every Australian Member of Parliament who travels to China should be advocating exactly the same thing.” Mr Thomas added he viewed the Premier’s trade mission as a “clumsy trip” after Mr McGowan was caught in a hot-mic scandal on Tuesday when criticising federal Liberal MP Andrew Hastie and over his call for all National Cabinet members to join a PM-led China delegation. The Premier on Sunday sought to distance himself from the idea of holding an official meeting in China but maintained that having State Premiers and Territory Chief Ministers in the Asian nation would be “not unreasonable”. He said his idea was more to echo a delegation trip led by then prime minister Malcolm Turnbull to the US in 2018, where he accompanied the former Liberal leader, along with QLD Premier Annastacia Palaszczuk, Victorian Premier Daniel Andrews, ACT Chief Minister Andrew Barr, then-NSW Premier Gladys Berejiklian, and ex-NT Minister Michael Gunne. Mr McGowan also doubled down on his accusation of eastern counterparts failing to fully appreciate China’s contribution to Australia’s economic success. Ms Palaszczuk plans to visit China in November, marking the third State leader to commit to a trip the Asian superpower this year following the Victorian Premier’s four-day visit earlier this month. Mr McGowan’s trip to Beijing marked his first back to China in four years, after the COVID-19 pandemic interrupted plans.
