ACT BUDGET AT A GLANCE:

* Deficit of $951.5 million for 2021/22, the largest in the territory's history

* Deficits to continue for next three years

* Forecast deficit of $564 million in 2022/23, $530 million in 2023/24 and $474 million in 2024/25

* Health: $2.1 billion

* Education: $1.5 billion

* Police and emergency services: $408 million

* Justice: $306 million

* Transport: $286 million

* Housing: $256 million

* Environment and climate change: $242 million

* $5 billion in infrastructure spending over five years

* $90 million for COVID-19 health response
