Two TAFE managers have been accused of engaging in "serious corrupt conduct" by accepting hundreds of thousands of dollars from a software company hoping to provide products to the education and training provider.

The NSW Independent Commission Against Corruption outlined payments made to two managers between 2014 and 2018 in a report released on Tuesday.

Former Western Sydney Institute of TAFE finance and administration services manager Hasan Mamun and budget and performance manager Samiul Kabir allegedly received almost $450,000 from the software company Oscillosoft.

ICAC found Mr Mamun received up to $228,153 plus gifts, while Mr Kabir received $220,435 from the company.

The commission said the payments were for the pair using their positions in the state-owned education provider to favour Oscillosoft's iPlan budgeting software and push for its procurement by other institutes.

Oscillosoft directors Kazi Hassan, Ashique Ibrahim and Mohammad Suza-Ud-Dawllah were also accused of engaging in serious corrupt conduct over the payments to Mr Mamun and Mr Kabir.

ICAC didn't hold a public inquiry into the matter as it was not deemed to be in the public interest. However, it released the findings of its investigation in a public report.

It is seeking advice from the Director of Public Prosecutions on whether prosecution should commence.
